United States Army

The US Army’s mission is to deploy, fight, and win our nation’s wars by providing ready, prompt, and sustained land dominance by Army forces across the full spectrum of conflict as part of the joint force.

Business Problem

Due to inefficient procurement processes and disjointed systems, the US Army was experiencing long procurement cycles and sub-optimal acquisitions.

The Army sought to consolidate multiple legacy systems into a single enterprise writing and management system to streamline the contracting process. Their legacy contracting systems  lacked an agile approach to development and did not integrate with other critical Army systems.

Appian Solution

The Army Contract Writing System (ACWS), developed on the Appian Platform in just 23 weeks, is ushering in a new era of Army contracting efficiency and innovation through process automation.

ACWS provides US Army contracting professionals worldwide with a single solution for enterprise writing and management, enabling them to work faster and more efficiently in support of the Army's mission. It seamlessly integrates with the Army’s ERP system and other financial systems, providing a unified view of data to stakeholders across the Army.

"With the power of low-code process automation and a unified data fabric, we are able to streamline processes and facilitate innovation. By leveraging existing technologies, we are also maximizing efficiency and shareability across the Department of Defense (DoD).”
- Steve Edsall, ACWS Product Lead, US Army Program Executive Office for Enterprise Information Systems (PEO EIS)

In its initial deployment, ACWS enables users to:

  • Generate solicitation, award, and modification documents.

  • Generate Procurement Data Standard-compliant transactions.

  • Import vendors from the System for Award Management (SAM.gov).

  • Integrate with the Procurement Integrated Enterprise Environment.

  • Leverages Clause Logic Service to complete required clause interviews.

  • Receive purchase requests from the Defense Enterprise Accounting and Management System.

  • Connect to the Federal Procurement Data System to complete contract action reports.
